Shahzad gave it away when he told the court "We Muslims are one community" and "We consider [the American people] all the same". Muslims aren't ever going to become a real part of the American people, they will always be a ticking time bomb fifth column whose allegiances are with the world Muslim Ummah or Borg Hive, which they will always seek to expand. As for punishments, the only one might as well be death since they did their crime in return for Allah's promise of paradise for martyrdom, so why not give them what they want and save money and resources.
